WhatsApp for sometime has been working on a feature that allows for multiple login on different device at the same time. Now reports says WhatsApp is testing the feature and also testing a client for iPad users.
According to WABetaInfo, the Facebook-owned company is testing a multiple device login feature that supports synchronized chat history. WABetaInfo also says WhatsApp is working on the possibility for users to use a single account on 4 devices at the same time.

Normally, when a user wants to use WhatsApp on another device lets say WhatsApp Web, a phone with the WhatsApp account is required to be powered on and as well connected to the web to allow messages to sync.
